The strengthening of environmental awareness recorded in recent years has led public powers to regulate, restrict and sometimes prohibit activities likely to harm the environment and on the other hand to stimulate activities that benefit it. These regulations, restrictions, prohibitions and incentives are frequently reiterated, which raises doubts about their effectiveness. The speed of the legal transformations that have taken place in environmental matters in recent years has generated an exponential proliferation of regulations that imposes a permanent vigil to register them, order them, systematize them, devise simple methodologies to recover them, and update them.
The lawyer has to answer queries both about the existence of the rule itself and about its interpretation or application. To apply these regulations, new structures are being created, one of them is the creation of the Institute of Environmental Law.
The Institute’s mission is to promote the responsible use of the environment and natural resources, educate to protect and restore the quality of the human environment.
Promote the means for the correct and effective application of environmental law not only for citizens, but we also seek to extend this mission to the entire planet with the will to develop activities to have a healthier environment without neglecting economic prosperity and so that communities can find a place to live in harmony with the environment, we plan through the Institute to bring them instruments to be able to practically and tangibly apply the right to the environment and also provide political solutions or seek from this space to promote political changes.

We will also train individuals so that they can develop their greatest abilities so that in the future they can be leaders or at least guide other individuals.
We will promote research aimed at studying issues that require an immediate solution in order to obtain results in the short term.
We seek to integrate people with different perspectives into the institute to enrich the debate and the decisions made from it.
The Institute will make decisions devoid of political color, making an objective analysis and then making recommendations that have as their objective the protection of man and the environment.

At the beginning of this year 2021, we have been overwhelmed with sadness at having to say goodbye to our beloved and respected Teacher and Mentor, Dr. Mario F. Valls. For those of us who have had the honor of knowing him personally, and even more, the fortune of having him as a trainer, we can affirm without a doubt that his legacy, generosity and greatness, will be a beacon that will light the path of those of us who humbly choose to follow his path. . Path of study, passion and unparalleled originality, which have made his name and work transcend borders and illustrate the path of future generations; and that they have placed him as one of the undisputed fathers of Environmental Law.
Already today, the eternally friendly and tireless Master, has embarked on his journey, eternalizing himself in his work. From the Ibero-American Association of Law, Culture and Environment, AIDCA, we have decided to pay tribute to those who kindly supported us from our genesis, joining us as an Honorary Member and as Honorary Director of our Institute of Environmental Law. That is why this Institute will bear his name, being called “Institute of Environmental Law, Dr. Mario F. Valls”.

Coordinator of the Master’s Degree in Environmental Law at the University of Costa Rica (UCR). Professor of the Environmental Law course of the Master of Business Law of the Central American Technological University of Honduras (UNITEC), of the Masters in: Environmental Law, International Business, Franco-Latin American Comparative Public Law and Management and Sustainable Tourism of the University of Costa Rica (UCR) and the emphasis courses in Environmental Law at the Law School of the University of Costa Rica. Author of multiple academic essays published by indexed journals from Spain, Argentina, Brazil, Colombia, Chile, Paraguay, Ecuador, Peru, Mexico, Guatemala, Honduras, Cuba, and Costa Rica, of world publications made for the International Union for the Conservation of Nature (IUCN), the United Nations Development Program (UNDP) and the United Nations Educational, Scientific and Cultural Organization (UNESCO) as well as the books “Damage, Responsibility and Repair of the Environment”, ” Integrated Water Resource Management”, “Environmental Law Thesis”, “Jurisprudence on Environmental Damage, Responsibility and Repair”; “Environmental risk management of the financial sector related to its pineapple agricultural portfolios”, “The environmental process in Costa Rica” , and “Effective Environmental Law”.
